Yeah, but in a different way. They're a human operation that exists between the 49th and 52nd centuries, though of course because they time travel their operatives turn up in almost every time period you can think of. They have missions, secrecy, all of that, because their general modus operandi is to go around changing things in the past without letting it be known that they've actually changed anything at all. But yeah, they get around using vortex manipulators that they wear on their wrists. Time travel without a capsule, it's a killer [ usually not literally... ] but it gets the job done in a pinch at least.
